　　国务院发展研究中心办公厅副主任

　　研究员，国务院政府特殊津贴专家，荣获国家杰出青年科学基金。兼任国家粮食局专家顾问，商务部中国政府WTO通报咨询顾问，国家质检总局“中国进出口动植物风险评估委员会”委员，中国粮食经济学会顾问，中国植物油协会顾问，中国棉花协会顾问，中国人民大学、华南理工大学等大学兼职教授。1997-2001年曾任中国加入WTO代表团农业专家组组长。曾任国务院发展研究中心农村经济部研究员、市场经济研究所副所长。多次参加中央农村政策文件和中央1号文件起草。曾在《经济研究》、《管理世界》等国内外期刊发表论文多篇。科研成果获国家科技进步二等奖、省部级科技进步二等奖；中国发展奖二等奖。

　　Dr. Cheng Guoqiang is the Office Deputy Director of the State Council Development Research Center. Dr. Cheng also holds concurrent posts at the National Food Authority, the WTO Division of the Ministry of Commerce, the Soft Science Committee of the Ministry of Agriculture, the Risk Assessment Committee of Import and Export of Animals and Plants, the Expert Review Group of Management Department of National Natural Science Commission, the Institute of Food Economy, the Vegetable Oil Association, the China Cotton Association, and Consultant at the Agricultural Production Association. In addition, he is Adjunct Professor at Renmin University of China, South China University of Technology, Zhongnan University of Economics and Law, China Agricultural University and Huazhong Agricultural University. In the past, Dr. Cheng has served as a Researcher in the Rural Economy Division of the State Council Development Research Center and as the Deputy Director of the Market Economy Institute.

　　Dr. Cheng won the China Development Award for his scientific research achievements and the second prize of the Scientific and Technological Progress at both the national and provincial levels. His studies focus on the areas of agricultural policy and rural development, food economy, market and flow economy, international agricultural trade and policy, WTO issues, multilateral and regional trade negotiations, and the international economy.
